       กัญชง หรือ เฮมพ์ (Hemp) เป็นสายพันธุ์ที่ใกล้เคียงกับกัญชา แต่มีปริมาณของสาร THC (Tetrahydrocannabinol) ไม่เกินร้อยละ 1 และมีสาร CBD (Cannabidiol) ในปริมาณสูง ซึ่งเป็นสารที่ไม่ออกฤทธิ์ทางจิตประสาท  กัญชงถือเป็นพืชที่มีบทบาทและความสำคัญต่อหลายประเทศในโลกมานานแล้ว เนื่องจากเป็นพืชที่สามารถนำไปพัฒนาเป็นผลิตภัณฑ์ต่าง ๆ ที่ใช้ประโยชน์ในเชิงพาณิชย์ได้หลายด้าน  เรียกได้ว่าทุกส่วนของพืชกัญชงนำมาแปรรูปสร้างมูลค่าเพิ่มได้ทั้งหมด  สำหรับประเทศไทย กัญชงมีความสำคัญต่อการพัฒนายกระดับอุตสาหกรรม S-Curve และ  New S-Curve ในฐานะที่เป็นพืชเศรษฐกิจที่จะมีบทบาทในการพัฒนาเป็นสินค้าอุตสาหกรรมที่มีเทคโนโลยีและนวัตกรรมของประเทศ ปัจจุบันกฎหมายไทยเปิดกว้างเพื่อให้ภาคธุรกิจสามารถลงทุนพัฒนาผลิตภัณฑ์จากกัญชงออกสู่ตลาดในเชิงพาณิชย์ได้หลากหลายและคล่องตัวมากขึ้น การบริหารจัดการเพื่อให้เกิดการใช้ประโยชน์จากต้นกัญชงครบทุกส่วนไม่เกิดของเสีย และสร้างมูลค่าระดับสูงด้วยเทคโนโลยีและนวัตกรรม ถือเป็นความท้าทายในการพัฒนาอุตสาหกรรมกัญชงเพื่อให้ตอบสนองนโยบาย BCG Model

กระทรวงอุตสาหกรรมได้เล็งเห็นความสำคัญในการผลักดันการพัฒนาอุตสาหกรรมกลางน้ำและปลายน้ำเพื่อให้เกิดการพัฒนาพืชกัญชงอย่างครบวงจร ได้จัดทำโครงการสนับสนุนอุตสาหกรรมแปรรูปพืชกัญชงเพื่อตอบสนองเศรษฐกิจชีวภาพ (Bioeconomy)  โดยความร่วมมือผนึกกำลังของสถาบันเครือข่าย 3 สถาบัน ได้แก่ สถาบันพัฒนาวิสาหกิจขนาดกลางและขนาดย่อม สถาบันสิ่งทอ สถาบันอาหาร  
 
โครงการมีจุดเด่นที่น่าสนใจ คือ
 
1. ส่งเสริมการเชื่อมโยงให้เกิดการถ่ายทอดเทคโนโลยีการแปรรูปกัญชง จากผู้เชี่ยวชาญเฉพาะทางด้านเทคโนโลยีการเกษตรและแปรรูปกัญชง ไปสู่ภาคส่วนที่เกี่ยวข้องในโซ่อุปทานกัญชงเพื่อนำไปปฏิบัติ
2. พัฒนาผู้ประกอบการไทยให้สามารถยกระดับเทคโนโลยีในระดับกลางน้ำ เช่น การสกัดสารจากช่อดอกและใบกัญชง การแปรรูปเปลือกและแกนในลำต้น เพื่อให้ได้วัตถุดิบเข้าสู่อุตสาหกรรมปลายน้ำในสาขาต่าง ๆ เช่น ผลิตภัณฑ์เพื่อสุขภาพ เครื่องสำอาง อาหาร อาหารสัตว์ สิ่งทอ ก่อสร้าง สิ่งแวดล้อม
3. วิจัยและพัฒนาผลิตภัณฑ์ต้นแบบในอุตสาหกรรมปลายน้ำจากวัตถุดิบกัญชง รวมถึงวิเคราะห์ความเป็นไปได้ทางธุรกิจในการต่อยอดผลิตภัณฑ์สู่เชิงพาณิชย์
 
ผลลัพธ์จากการดำเนินโครงการ
 
1. เกิดการสร้างมูลค่าทางเศรษฐกิจในปี 2564 ไม่น้อยกว่า  50 ล้านบาท
2. ผู้เกี่ยวข้องในโซ่คุณค่าการผลิตตั้งแต่ระดับต้นน้ำ กลางน้ำ และปลายน้ำ มีผลิตภาพเพิ่มขึ้น ไม่น้อยกว่า ร้อยละ 10

ประโยชน์ที่จะได้รับ
 
1. เป็นการปิดช่องว่างที่ขาดหายไปในโซ่อุปทานกัญชง (Missing link in hemp supply chain) ทำให้เป็นแรงส่งที่มีพลังในการพัฒนาอุตสาหกรรมที่เกี่ยวข้องใน S-Curve และ  New S-Curve ได้ 
2. เพิ่มบทบาทการเป็นผู้นำในฐานะผู้ผลิตและส่งออกสินค้ากึ่งวัตถุดิบและผลิตภัณฑ์จากกัญชงที่สำคัญในภูมิภาคอาเซียน ภายในระยะเวลาไม่เกิน 5 ปี 
3. สอดคล้องนโยบาย BCG ช่วยให้เกษตรกรมีรายได้สูงขึ้น เกิดการจ้างงาน  สร้าง Innovative  Entrepreneurs ขยายโอกาสทางการค้า เพิ่มประสิทธิภาพการใช้ทรัพยากรตลอดห่วงโซ่คุณค่า 
 
 
 
 
About the project
 
Hemp (Cannabis sativa L.) is a species that is close to marijuana  (Cannabis sativa indica). But the content of THC (Tetrahydrocannabinol) is not more than 1% and high content of CBD (Cannabidiol), which is a non-psychoactive substance. Hemp has long been a plant that has played an important role in many countries in the world. Because it is a plant that can be developed into various products that can be used in many commercial applications. It can be said that every part of the hemp plant can be processed to create added value. For Thailand Hemp is important for the development of the S-Curve and New S-Curve industries as an economic crop that will play a role in the development of the country's technological and innovative industrial products. Currently, Thai law is open to allow businesses to invest in the development of hemp products for commercial market in a variety of ways and more flexibility. Management to achieve the utilization of all parts of the hemp plant without causing waste and create a high level of value with technology and innovation. It is a challenge to develop the hemp industry to meet the BCG model policy.
 
The Ministry of Industry recognizes the importance of driving the development of mid-stream and downstream industries to achieve the comprehensive development of hemp plants. The ministry has established a project to support the hemp processing industry to meet the bioeconomy by collaborating with 3 network institutes, namely the Institute for Small and Medium Enterprises Development (ISMED), the Thailand Textile Institute(THTI), the National Food Institute(NFI).
 
The project has some interesting features.
1. Promote links to the transfer of hemp processing technology from specialists in agricultural technology and hemp processing to the relevant sectors in the hemp supply chain to implement.
2. Develop Thai entrepreneurs to be able to upgrade the technology in the midstream, such as extracting substances from hemp flower and hemp leaves. Processing of bark and core in the trunk to get raw materials into downstream industries in fields such as health products, cosmetics, food, animal feed, textiles, construction, environment.
3. Research and develop prototype products in the downstream industry from hemp raw materials. As well as analyze the business feasibility of extending the product to commercial.
 
Outcome from the project
 
1. Create economic value in 2021 not less than 50 million baht.
2. People involved in the production value chain from upstream, midstream and downstream have an increase in productivity of not less than 10%.
 
Benefits
 
1. To closes the missing link in the hemp supply chain, making it a powerful impetus for the development of relevant industries in the S-Curve and the New S-Curve.
2. To increase Thailand’s leadership role as an important producer and exporter of semi-raw materials and hemp products in the ASEAN region, within a period not more than 5 years.
3. Respond to the BCG policy to help farmers earn higher incomes, create employment, create innovative entrepreneurs, expand trade opportunities, optimizing resource utilization throughout the value chain.
